every hour i get a report that's called riot, if i select view it sais incompetent administration. What does this mean? and how do i get rid of it?
i'm losing recources every hour.

it means one of your cities is low on loyalty. find which one it is and comfort it.

... and you probably have a ton of public grievances ...
Get rid of those first by comforting (Disaster Relief ... requires food), then increase loyalty with Praying (requires gold).
Make sure your tax rate is not set at a too high level ... like 100%
(You'd want to set tax rate to 0% while you do comforting on your city.)
