Ok first off I have no clue if this is true, but I have heard that in age II you are able to have more cities than in age I. Is this true? 2nd what role do the historics play in the amount of cities you can have?

You can have 10 cities total same as before HC are better than tens. SO go for your 8's then 10's dump 8's for 12's dump 10's for 14's something like that and just make room for the higher cities.
