Not building but you can research in academy, construct a building, train troops in barracks and upgrade wall defences (not walls) all at the same time.
Still drags sometimes though..............plenty time for attacking!! lol

you seriously need to update that Beginner's Guide.
Hiding resources in markets and attacking NPCs with Ballistas no longer works
