There are more on this using 13.5K ballistas as well but I have not tried this.

There are among some of the thread I have posted in on NPC10, some advice on how on this, not from myself.

Rather not waste a war ensign for a 10. Rather use it on a mech

I just tried that first method with my poli hero and thought I'd share. I did have war horn applied, dunno what affect it might've had. It wasn't a lvl 1 hero like you asked for, but as you can see, it was only 64 att so I think it's applicable:

I tend to use more low cost warriors scouts and workers in the mix if I was trying this but as I have not tried this there may be someone who has. As I recall there was thread on this somewhere on NPC10 receipes.
