I want to start a new account on an older server. In order to do this you click on "New Comer" Then it brings you to na62. You make an account there and then you log out. Then you log back in and can pick a different server correct? Is there any other way to just log into an old server and create an account there?
When I click on "New Comer" I get this.... All Valleys are already occupied, please choose another state.

Try immediately after maintenance, they tend to wipe npcs at maintenance. You need to grab a flat before the bots do.
