Can you conquer people's cities?

Hi, I'm trying to conquer my enemy's city, but the report always comes back as Plundering. I don't want to plunder, I want to conquer! So is there any way I can conquer someone's city?

It sounds like they only have one city and you cannot capture a players last city. I use the stats window to do some research before I go wasting my time.

u can capture but what does the loyalty say? (it says in report) it needs to b 0 not any higher otherwise u wont capture
