does hero level have any effect in the game? i dont mean attribute lvl,just hero lvl.

The hero level only sets how much their salary is and how much more experience they need for next level. All benefits are off their attributes.

One trick I have seen is to have a level 1 Inn. Then start recruit and dismiss on Heroes until you find one that has the stats that you like. I usually look for Level 1 or 2 Heroes with 60+ attributes.
