Wondering if I can have more than two cities. Townhall is level 6 and I am at the Knight level. Can I have a third city? And how do you move up from being a knight?

Civilian - 1 City *your first city*
Knight - 2 Cities
Baronet - 3 Cities
Baron - 4 Cities
Viscount - 5 Cities
Earl - 6 Cities
Marquis - 7 Cities
Duke - 8 Cities
Furstin - 9 Cities
Prinzessin - 10 Cities
Remember to build a new city you need the title, and the resources, workers etc must be in the city you are building from, not in the flat you have just captured.
Baronet requires you to first have the rank captain or greater, so see quest promotions for details.
Remember while a rank may be a prerequisite for a title, if you have the option get titles first before wasting medals on ranks, since its the title that grants a new city slot not the rank.

I have the rank of Col. and title of Baron. I have a 2nd city. I attack a flat and my troops return, I cant seem to get a 3rd city. What could I be doing wrong? I am attacking from a city that should meet the requirements, workers and resource's. Any idea's?

you have already to many valleys,
it's your town hall,
level 2 Town hall can hold 2 valleys
level 7 Town hall can hold 7 valleys
either upgrade your Town Hall, or abondon valleys

don't bother building a city having empty city slots is incentive to "buy" out your neighbors out of their precious cities.
I am wondering what is the best combination of buildings to have for resources? (outside)
And while I'm asking what is the best combination to for inside?
