I was thinking fixed limit per city but then I thought, that'd limit a baronet to say... 1.5 mil troops total anyway! So why not link it to title itself. I don't really like the idea of absolute dictating how many in a city at any time. That'd make things a bit too predictable. Removing farming in itself will put a limit on how many per city is practical

Anyway, we're barking up a dead tree! lol. Besides, most ppl here cringe at the idea of having to lose their big armies. They'd go back into there shells, turtle up or just quit if this kind of thing ever happened.
