You totally miss the point on historic cities, they NOT just npc's. They will become player owned, open to Attack an plunder just like in age I, They also have policy capability. You can draft an tax anyone around them. Higher the level the more an further you can apply policy to non colonized players. Historic cities are spaced only 17mi apart (121 per state).
So if you ARE that good at a war game prove it. Try to hold a historic and the four others around it if you want to fight so bad. Then plunder the 12 around them. better yet, if your so good at war, hold 2 lvl 14 (8 per state), then four lvl 12. That gives you 24 cities a day to plunder, cap or what ever "ATTACKING" you did in age I. Plus you can apply policies to over 16 other enemy's a day. To further prove you are a great war gamer. there will be 100 colonies to conquer and keep suppressed.
You want war you got it. If your still board? Try to keep the one lvl 16 per state
Now prove your better then just beating up on "newbs"
