Plus: They advertise on websites that have a lot of visitors for more "customers" which means Evony Forums is very popular in other people businesses also

I think it's just in general to anyone that wants to try it on. After what happened earlier it is a good opportunity to give a clear warning to the whole community about everything that will not be tolerated rather than just the one thing that did happen.
