Lags, server downtime, grossly imbalanced game mechanics, radical changes mid-game, Communication Breakdown. Epic PHAIL, once again. It's sad, really. This game had great potential. Now, let's nominate an Evony King and go back to playing like mindless Lemmings...
I believe that the devs have over corrected for another issue here (see medal issues). Agree with points 1 and 2 of the original post. I will not quit as a result of this, however, i am sure plenty will threaten to etc... Such a drastic modification of the game comes with heavy ramifications. Changes to gameplay should be done in progressive steps to see how much it will affect the gameplay before implementing overly-estimated game changes. The food consumption should be taken into account for or modified in some way to offset these vast food consumptions. Yesterday, I conquered a level 10 NPC in the hopes that the farms would ease my soldiers hunger. To my dismay, the all but 3 resource fields dedicated to farms (all level 10) only produce 560k food per hour. (this is with no valleys claimed yet and a mayor with 85 pol). Even if i grab 10 level 10 lakes I am still going to be very short on troop food production. A suggestion I have to add is to at least change the rate food regenerates from the NPC's to something similar to where it was, and possibly keep the gold regeneration slightly lower (4-5 hours to regenerate per NPC). Possibly this suggestion was already suggested as I have not looked through the whole thread. I am also strongly in favor of reducing the amount of food required to feed troops, or raising the amount of food present in general. I hope the Devs find a solution soon before my army begins to die off due to refuge. This change may infact increase the amount of farming, or the effects from it, as people race to create endless NPC's around their cities in order to have available resources to plunder. Hope this wasn't too long and helps in the quest for a viable solution to the problem.
I would be in favour of either option one or two.
On a side note, if the Devs truly want to encourage pvp and competition for resources the market concept needs to be re-evaluated so that players cannot hide their resources on the market. Whats the point of attacking somone if they just toss everything on the market the minute they see you comming? This is just as large a problem to pvp as the npc issue was to begin with.
This game wasnt meant to have the players build 200k archers over a 24hr period. Just because you made that possible by exploiting an ingame bug, doesnt mean it shouldnt be fixed. I hope all those with million soldier armies quit and go away, there will be much less cheaters to deal with.
I think the real problem is this: I have a good sized army, not the best, not the biggest, however..

with just this portion of my army I parked in this lvl 10 NPC, you can see that even if I abandoned every city I made, and took lvl 10 NPCs (except my starter city, but I guess I could do that too) and left all the resources plots as food only, even with ALL LVL10 I *still* couldn't feed my army. This is why barring all other things, if they refuse to change this patch they need to at least fix farms to produce a useful amount of food.
There is nothing wrong with building as many barracks as you;d like, but the only way you can use them to produce massive armies which then have to be supported is by farming NPC towns giving you virtually infinite amount of resources, with no loss to your troops.
