This is an interesting post. Because honestly it shows that ANY game mechanic can be changed as you see fit to help steer the game in the direction you "intended".
Keeping this in mind, what's to keep you from deciding that the star system is allowing heroes to become too overpowered with all level 15 gear, so you chop the bonuses in half. This could all realistically fall under your "not as we intended" umbrella.....Then you could follow it up with this:

It's for this very reason that MANY top-notch money spending players have lost faith in Evony's ability to provide them with countless hours of entertainment. We are not willing to pay to play a game where the rules of the game are in a constant state of flux.
What you fail to understand is that the players in game will determine how your game is going to be played. Each will have their own playing style, but they will decide what they enjoy and what they don't. If you insist on force feeding players with "intended" courses, they will once again take their own course and move along to another entertainment source.
Not being able to draft as much from NPC's hardly "destroys" the point of owning a historical. Look at everything you can do from historicals:
1. Higher rally spot.
2. Draft from other player cities and historicals
3. Higher resource fields.
4. Place policies on player cities and player owned historicals.
So what if you draft less warriors from NPC's. That alone is hardly enough reason to jump to a conclusion that it destroys everything. I have yet to hear a valid argument. And saying that you deserve free warriors just because you killed lots of troops capping a 12 is hardly an argument. Because I kill more troops than any of you ever did on a level 12, daily. I kill near 200k archers every day leveling my heros and you know what I get? Not free warriors.
Now let's hear some real arguments about how not being able to draft from NPC's makes historicals "useless." And be sure to list everything historicals can and can't do. The pros and cons if you will. That would be interesting to see because I bet the pros still outweigh the cons.
I say something like this and get banned for three day, but this guy doesn't get banned? I hope all you mods didn't "quit" the evony forum and or game.
But think about that for all those people trying to defend this unsound change, why would reps and senior mods quit or resign their position? Too much hate mail? Were they against the decisions?
And to the other guy who didn't even know about the refuge...don't claim you know everything about the game.
And Silent, you can't draft from historicals so stop running your spam here.
Repeating your already-refuted/rebutted claims isn't debating. Let us know when you can actually address what has been said. Start with why the nerf was necessary. I would enjoy that.

So what if you just ignore multiple valid arguments and simply state "I have yet to hear a valid argument?" Try again.
Because you fantasize about killing more of your troops daily than anyone loses taking a 12 then what happens now? Oh yeah, nothing. This is a textbook fallacy, and a bad one at that. Learn how to debate. Stop repeating the same stuff.
Go find japanpimp (by looking in the mirror) and regale each other with stories of 'playing from the colonized position.'
You know what would be really great here? If only people that know what they are talking about were allowed to post; only people that have something to contribute; only people that have a vested stake in the argument. Like people that actually have taken HC's and perhaps people that supposedly are being terrorized by HC-drafted warriors. Everyone else doesn't have a dog in the fight. Again, list the pros and cons of owning a historical as it stands right now. Forget whatever happened. Just list things as they stand now, right this second. The pros and cons.... if you can do that in a fair and unbiased manner then that means you would be looking at this from a reasonable point of view. I am curious to see your list, all of you.

As Darkmane said, these issues have already been addressed, but I'll go ahead and humor you...
Lets examine your list:
1. Higher rally spot.
2. Draft from other player cities and historicals
3. Higher resource fields.
4. Place policies on player cities and player owned historicals.
Well we can start off by combining 2 and 4 because you can EITHER draft OR use one of the other policies available, so that counts as 1:
1. Higher rally spot.
2. Draft or place policies from other player cities and historicals
3. Higher resource fields.
And to further that point...anyone that is still active and has any decent amount of draftable troops will be gone shortly after the HC is taken. This only leaves inactive cities to draft from - WOOHOO I got 12 archers from that inactive city...
Now lets examine your other 2 options...
Higher rally spot - As mentioned above any active cities are long gone after the HC is captured, causing any attacks sent from this HC to end up being long distance marches. HC's cannot be teleported to use the higher rally in any effective way.
Higher resource fields - It would take 36 mich scripts to increase the resource fields for these "higher levels". Even if someone were to spend that kind of cash to upgrade the resource fields, on servers 1-19 HC's are the ONLY cities that can be taken from a player. So who is going to spend that much real life cash to upgrade fields when there's a very real possibility that it will be taken from you when your offline?
Now I'll take the time to list the cons as you requested:
1. HC's are locked in place - no teleporting
2. On Servers 1-19 HC's are the ONLY cities that can be taken from a player
3. HC's NEVER go into truce or vacation. They are ALWAYS attackable!!
4. 100's of thousands of troops are lost in the capturing of HC's
5. All active players within drafting range LEAVE once an HC is captured
Well, already I've passed the pro's list that you provided so I'll stop there.
Anything else you'd like to question?
1. Higher rally point is only good for attacking other HC's, it not good for PvP, being able to port beside your enemy and attacking them is much better then marching your troops an hour plus across the map, and give them time to reinforce, so higher rally point means nothing.
2. people just port out drafting influence once you start drafting from them....

Higher resource fields...... nobody that owns HC's fills it up with resource field, and cottages....why you ask? b/c that would be stupid to put it simply, filling your city up with cottages costs you production, I can only speak for myself, but I have 22-24 barracks in all my city, and I farm my resource, and the truth is even if I had them full with resource fields they wouldn't do anything, I almost always have over 50 mil plus of each resource in all my city's at all times, maybe it`s just me that does this, but I farm from every city with 4k ballistae, and ports. And who says you don't need to farm in age2... it's pretty much the only way to get ahead..... if you have a ton of resource fields in all your city's and count on those resources to fund your troop production then I don't expect you to understand.

None of the above are really pro's, and I think i'v explained why, now as for the cons
1. You can't teleport your city to your enemy, making them almost useless for offensive operations
2. To capture a lvl 12 it cost about 5 times as much as a lvl 10 NPC
3. After you capture a HC you have to build everything, which costs you alot of mike scripts, and a huge amount of speed-up'd, b/c and you have to build it very fast(must be ready to defend yourself 24 hours after capture), if you don't use alot of speed-up's you risk having all your hard work stolen right out from under you. Academy alone takes like 70+ hours without speedup's, It's goes w/o saying you need to have at the very least your academy, workshop, and beacon tower to lvl 10 within 24 hours, and you'll probably want at least a few lvl's into the embassy.
4. You can't truce HC's
It's not about humoring me. It is about coming up with the pros and cons as it stands today.

That is not a void point because we are talking about the pros and cons. Whether players move out of your range is irrelevant. The fact is that a historical can still draft from players. And if they move out of your range, then go cap a historical smack in the middle of enemy territory and draft to your hearts content. Draft other enemy owned historicals AND cities. Again, all you need to do is stop capturing historicals in "safe" or "low risk" areas. Go get aggressive. So your point is made void by simply changing the historicals and the area you capture them in.
This point is also voided simply by changing the location of the historicals you capture. Go capture a Level 14 that is close to an enemy level 16. Go capture a level 12 near an enemy 14. Go capture a level 14 near a enemy 12. Go capture a level 16 near an enemy 14. When you start doing that then you will thank your lucky stars that you have a higher rally spot. Do you know how many level 12's are within 5 miles of level 14's and level 16's? Lots. Do you know how many historicals are in the middle of enemy territory? Lots.
We are only talking about historicals anyway. So mentioning that non-historicals can be taken on other servers is not related to this at all. It is not a pro or a con of a historical.
As for the Mich scripts, yes, people do spend lots of money. Secondly, this is a long term game. I did about 200 NPC hits in the last week and got about 8 mich scripts. So let's say 7 scripts per week. In just over a month I can have my 36 scripts without paying a dime. If you farm hard, you get more drops. Simple numbers game.

2. Irrelevant. We are only talking about HC's. Not non-HC's so leave them out of it.
3. Agreed that is a con.
4. Partially agree. This is borderline because troops losses are part of the game. I lose 200k archers per day leveling heros. I cannot say that is a con nor a pro. Because it balances out. The troops I lose allow my heros to reach 100. So it is a plus/minus zero thing.
5. Partially agree. Most players are not capping historicals smack in the middle of enemy territory. Most players are capping "safe" historicals. By capping historicals smack in the middle of enemy territory or by capping higher level historicals you can help negate this marginal con.
Any more pros or cons?
I thought of 2 more pros:
1. Easier for a historical to colonize/attack a regular player city
2. Historicals can draft some free warriors.
