This is the problem with drafting in clear terms.
Player A colonises Player B, and Player B has gates closed so loses no troops. Player B has been inactive so no troops being moved or hidden.
Player A scouts Player B and sees 100k archers in Player B city.
Player A is now Suzerain, and trys to draft Player B city. Result is 2 archers. (??).
Player A caps the local 12 HC and drafts Player B city, gets 10k archers (before the HC nerf).
The bug affects inactive players, whose lack of food has caused the army to refuge, so that less and less are available to a suzerain. The troops do not leave. They stay in the city, are able to be scouted and can defend it if gates are open.
HCs can draft ALL troops belonging to that player in the city (not sure about reins from other allies).
This makes being a suzerain rather pointless.
