He gave me rep for calling out a bully who was whining, and didn't even realize HE was the bad guy in the situation.

But that was grey rep.
My first actual point of rep was a week later from CHiH for a post about log roll defenses.

Yes. Once you get rep, that's it. There are no retroactive adjustments.

When I gave 1 point of rep, the people I repped still have only one point from that particular "rep." Even though I give over a dozen rep, now.

I assume you helped sort out the issues in those threads before they got deleted? Because usually any deleted thread is full of horific spam, insulting comments, or other er...bad things that I shouldn't even mention.

Check out ancient H&Q, back when inter-topic talking with H&Q'ers was allowed and kept away the monotonous "There is no 50c package" type of answers.

Ha I know that, then the topic would stretch an extra page with people talking about whatever question was asked, often humorously. (I remember Scoarchers and catapults launching catapults, fun threads.)
