You make an excellent point, and I mostly agree with you. But, I think the common newbness of players would account for base 55 attack heros that are level 100-200, or maybe 300.
I still think level 740 is an entirely different level of noobness... or a botter's laissez faire attitude. A newish player getting a hero to level 200 before they realize the bad base stat is understandable. If they're going to put the effort in to get past 700, then it is worth starting over with a better base hero, in my opinion.
I was under the impression, the the 'highest'-base you could get from an Inn was 69 (70 attack at lvl 1).
The the 70+base heroes could only be received from things like the Mars Helm.
Granted, the last time I looked for a non-spam-hero via the inn was a long long time ago.
In a nutshell, once you apply the needed Hero Waters, but before adding the 'points' back in. 69 would be 'the number'.
Was my old understanding of it all in error? Or has the definition of base changed on me.
Interesting, back in the day, the recommendation was to use a lvl 1 Inn to look for them. I do know (as much as one can in this game) 69 base is the best out of a lvl 1, but I guess it not true for a lvl 10 Inn. I'll have to give it a whirl sometime. Got a few Hero Waters to burn. :)

I just found a hero that had b68 pol and 66 int.
If only the attack was more than 11 :(
Well thats weird that one of the top 20 heroes only has Base!!!
My best hero in Age I has a base attack of 64. :[
