Do you understand how your two sentences are in total opposition to the other?
If who gets the deal and why they get it is not important, and you're the one getting the deal, and you want it to stop, then you are asking that you don't get the deal. However, if you never got the deal in the first place, then you wouldn't be asking the second question, which means understanding who gets it and why is actually important...as there are likely people that feel the direct opposite of you, that were going to make a purchase and now they see that some people get better deals than others and want to know how they can get in on the better deal.
Confused yet? I am.
This is another untested or minimally tested function that is probably "not as they intended" for it to happen. I say "probably", because they might actually have the opinion that offering the deal to rotating groups of people, for example, everyone with email addresses starting with letters M through Z in one promotion, and letters A through L in a different promotion, then attempt to gauge which promotion sold better. At this point, it's all speculation as to why some get the advertisement and some do not, which makes the whole campaign an ineffective marketing communication, as there is more confusion and customer upsetment happening than I'm sure they'd like for there to be...
You'll get the pop up if you're not spending enough money.
I just downloaded Chrome and flash is built in. I've logged in on firefox and IE since then and I've only seen the pop-up once in over 24 hours.
Can't we just get a link or an email that allows us to go to the website to order? It's a little silly to make your customers work this hard at giving you their money.

If someone is spending money, most places offer special pricing to those people too...
At any rate, I haven't spent anything since July of 2009. Some that have spent more recently and more cummulatively than I have (at least based on the frequency of the $30 package mails) have seen it. On a different email account that I used to keep Age II games separate from Age I games that has never had any money spent on it, I also do not get the advertisement.
I have no idea what the criteria is to be on the discount list...
It's a way to try and get those who aren't spending money to spend some. It's something a lot of companies do.
My girlfriend and I use the same cell phone network (both Pay As You Go). She tops up about ?10 a week while I only top up about ?10 every 6 months.
I'm always getting txt's for special offers from the phone network (spend X and get so many free txts) while my GF doesn't get any.

I've finally got the popup again... I have captured a screenshot and attached the image. When I click on the *blank* spot on the right, it takes me to the normal order page and there's no option for any of the "special" prices on that page.
How does this special work?

I'm not sure if it was supposed to give one but I never got one with the one I bought. Basically they've disguised a deal that ends up not being a deal at all. I'm happy to withdraw my statement if they end up addressing this, but as it stands, I'd say their latest "deal' is just another rip-off.
