Evony wont permaban the accounts because it loses them money in the long run, they ban an account and the owner does a charge back, gets his money back and evony loses out, and some people on the game can charge back thousands of dollars

I have seen someone accused of cheating say they are just a big spender. They showed screenies of their payment history to show thousands of dollars worth of Evony cent purchases. It was later found out that they were indeed cheating, and selling resources. Evony not only permabanned them, but also reset their account to lose all the cities/heros they had inflated.
Evony has no qualms punishing spenders.
Buying cents does not make a player safe to cheat, or break ToS.
I've sunk a lot of money into Evony myself. I know full well that if I cheat, they're gonna ban me anyways, or else other paying customers will end up botting instead of investing in Evony cents to get their accounts enhanced...
I've seen this a few times in Age2 though not very often. Also it is right that some people give away their cities to friends or complete strangers when they leave the server or game.
Now that rule I was unaware of though it does make sense. However I don't think there's really anything to stop them. Is there?
