Believe me, I really really really want a good fix for inactives on ss60 or evony in general, but this one is a bad idea.
Letting people PICK a npc to take means every enemy we kill will then be an enemy in a npc 1.0 miles away stealing our valleys and building junk npcs with a bot 24/7.... NO THANKS!
The best solution I've seen is a new limbo state, if you go inactive you get moved there and given a non-expiring adv teleport for each city to get moved back out. Even if they only do it at the time of a server merge, inactives can be merged there instead of the general population, whilst new inactives stay wherever they go inactive at.
No teleporting into that state would be allowed, only out of it. If the other states are all full, then you stay there until they're not. You can build and thrive in that state, but cannot attack out of it. When the whole map is filled nowadays Evony does a huge wipe anyways and drops every state back to ~50-70% so the stay in limbo land wouldn't be permanent for someone trying to get out.

I think probably the easiest solution would be to only randomly place cities (after a merge) when the players log in. Thus players who don't log in are stored but not placed. As long as this data isn't lost, Evony still keeps it's promise of never deleting an account because of inactivity.
When players are placed they should randomly take the place of either flats or npcs, this would mean a player can always be placed even if states are all filled with npcs (which can happen).
I'm sure someone suggested something similar (or possibly exactly the same) I'll check to see if I can find a similar post when I have more time.
The problems with this solution (that i can think of):
1) If players don't have to log in, they can take holidays away from Evony (just after a merge), and may decide to never return.
2) Would have to store all information in a database, and, it requires dynamic placement of cities at time of log in.
3) Gives an advantage to players who log in first after the merge, meaning players would hammer servers trying to get in, which would cause longer delays in logging in after a merge.

Otherwise, have you also considered that an alliance could create many dummy accounts. Kill them, then restart the new account as level 10 npc from an enemies npc farm. If they do this with enough accounts, you can basically ruin someone's npc farming area. Also, since you know when the level 10's are going to be converted into a new city, you can hit these farms before your enemy does. Meaning the enemy has to spend the time to kill your dummy account (24 hrs at least - assuming the account doesn't keep using disaster relief/pray to keep loyalty up), barb the city, and then have the dummy account just take the level 10 npc again. You could use this tactic to bring an opponent to their knees. No food = No troops.
Like all things everything can be exploited. People already have dummy accounts on the server. I received a mail earlier from someone's alt, Not sure it was meant for me but it said 'Hi this is my feeder account' from a top alliance on s60. So the games being exploited regardless.
If I wanted a city next to the enemy I would take it even if it meant sending Cavs on a 4 hour journey.
Either way we all agree that Evony need to do something instead of sweeping it under the carpet. It's costing them active players as they quit the game because of it.

There are too many ways for morons to use dead alts. to annoy people in hostile alliances and too many inactives spread around servers.
The NPC idea is the perfect idea, if someone has there city 0'd out lost all there heros ect... I don't think them switching to a NPC rather than a dead city is that much a issue.
I don't think the 24hrs rule should apply though, I think it should be automatic. If someone's account is dead... it's dead.
No, as someone else mentioned, allowing a player's last city to be capped would lead to griefing players. Some players love nothing more than to make people quit as simply defeating them isn't enough, they must crush them completely and leave them with nothing.
If evony had us verify our email address BEFORE the new evony account is created, there would be a scarce amount of dummy accounts. As it is now, any random made up email address can get your new evony account rolling, no verification, pass go, collect $200...lol. If verification were necessary, it would be a pain to create the dummy accounts.
Its a very simple solution to the problem.
