Thanks for the compliment, but to your one criticism I never actually said the one with the most troops wins. Although I see how you could infer that I was trying to say that.
I agree with you that someone with a ton of speech texts and using multi owner's who can be on 24/7 could keep their HC forever, regardless of troop numbers.
I also realized that I criticized JP for not offering a solution to his problem, then I criticized the slow down at 15 loyalty without offering a solution. So my solution is this. Why not have a cool down on speech texts? Set it so the cool down can be applied once per city every 12 hours or something. That way the owner can force two loyalty take downs, which should be enough time to get reinforcements into their city. Or if two loyalty take downs isn't enough, then maybe make speech texts work like policies. A level 12 can use 4 speech texts/day, lvl 14 can use 6/day and so on. That makes higher lvl HC's harder to cap, but still limits the owner. If you don't have the troops to defend it, you will lose it.
This would take away the advantage of people sharing accounts and keeping an HC going with no troops endlessly, which I agree is a major problem with the game.
I think that caps in general are in the spirit of the game, but I think capping troops or resources would make the game horrible. The game caps cities, buildings, research, etc. for the purpose of limiting troop counts and resources to a level that everyone has to play within.
If I could have unlimited cities, hero's, buildings, etc. than a troop cap would be needed. Since those other aspects are capped it allows troop limits and resources to be uncapped, but they are only able to be as big as they can be maintained.
No, not at all. I am saying that people abuse unlimited resources. It's human nature.
Think of an all you can eat buffet. You pay $20 and you get to eat all you can. Now, most people eat what they can and leave. But some people like to bring plastic bags with them and pack as much food as they can into the bag and take it home. Or... hang out at the buffet for 5 hours and eat all day. Or, have one person pay for the all you can eat deal and their friends only pay $1 for a drink. But then they give tons of "free" food to their friends at the table. Thus, the buffet has RULES... like time limits such as 2 hours as well as rules like NO take home food and everyone who enters the buffet must pay $20. Evony has given an unlimited resource with no rules. Thus players exploit it.
Extended metaphor aside, it appears you are attempting to distinguish between abuse and use.
I argue there should never (ever) be a troop limit. Anyone with the time, the resources, the heroes, etc should be allowed to build troops indefinitely.

Problem with HCs: Account sharing and items/comforting that make it impossible to capture them from the players that practice this.
Solution 1: Longer cool down on comforting, and actual cool downs on speech text items and governor loyalty raising. The reasonings for this are obvious.
Solution 2: Roll back the attack button to na1-19. Reasonings for this is that in na1-19, the only cities that can be attacked and captured are HCs. If a player has multiple HCs and is known to spam comfort, a good attacker would know to attack and overwhelm the defender by attacking all those HCs at once with friends. But (correct me if Im wrong) many of these spam comforters will only carry a small number of HCs at a time. If the attack button is rolled back, among the many benefits it will bring to the players in those servers, it will also give the ability for attackers to overwhelm known comfort spammers/account sharers by being able to attack all their cities at once.
So what do you guys think? Criticisms?

2) these players have trouble keeping up all the towns
3) you suggest instigating the attack button on na1-19

I have no problem with this, although I believe it is off-topic ("Why Historical Cities need to change")
but the longer cooldown on comforting could use a little more insight. Explain!

Yep you nailed it. Well since the subject of this thread is primarily about introducing ideas that can help make player held HCs change hands more, I dont think that the idea is too off topic... lol.
Hmm I sense a hint of sarcasm with that last part, but you asked for it!
The biggest advantage that an account sharer has is the ability to instantly and easily raise a cities loyalty via comforting/speech texts/gov ability. If there were restrictions on this, the allure of account sharing would decrease since it wont be so easy to stop the cap of an important city.
