It's not a "didn't like" situation. It is a difference between spending money and playing fair and square vs. (spending money and looking for holes in the game design to use to gain an advantage and/or spending money and using multiple accounts to gain an advantage and/or spending money and using a bot to gain an advantage and/or spending money and having someone log into my account when I'm under attack so I'm not at a disadvantage).
As for your bank example, the people that used that though will end up paying something for what they did. In this instance, there's nothing. Also, banks are legally bound to announce changes to policy. It's not because they're nice, it's because they have to.
