Why is this a bug all the suddenly? Everyone has used this tactic to transfer cities. Just because there are some piece of s**t people out there and abuse this for stuff like that doesnt mean that this is not a useful thing.
Usefulness isn't on the docket, whether or not it exploits and existing mechanic, or utilizes a flaw is.
It's a bug, simple as that, and on the board to fix. As such, before FUD begins, there will not be suspensions or bans for it, hopefully people can effectively self regulate in game until it gets fixed.
It is against the rules. Dave said it is a bug, in the terms it says...

Umm... this whole game is compiled with bugs. Is the game against rules also?
And yes. Will you at least implement something else for transferring cities within alliance? C'mon, be at least that smart and give us something like that and not p**s off entire player base again.

Here's the gist of it for the posters:
- A new option in the rally that's only available to alliance members
- works similar to transport and reinforce
- has to be approved by the guy on the other end
- automatically sends 1k cavs and a hero of choice to the city and caps it
- The cavs move at 3/4ths - 1/2 the speed of a normal reinforce
