Before the start of "quick" Atlantis caps, the players in each server had thought Atlantis to be of momentous cost, and usually alliances forgo'd the cap itself until many months into a server, after alliances and players had themselves established. There was no hurry to take HCs, as they were so many, and the costs of the higher level ones meant that they would almost always still be around even late into the server. Because there was all this time before every HC was taken, players had a chance to get attached to the server, in that they'd would have a hard time leaving due to the alliance, personal, or financial ties that would have been bonded to the server.
Since then the perception that HCs are all but impossible to cap is gone, and methods for capping them have gotten more and more efficient. Because its now "easy" to cap HCs, they are taken quicker and quicker, and now we have what I call an "HC race" at the beginning of the server. Players aren't as attached to a server once the HC race is done now, and often choose to leave and try on the next server if they don't do well in the HC race.
It has become really easy, and that isn't necessarily a bad thing. It just means the community of players are no longer challenged by the current NPC HC system that is in place. Whether that means that evony has to change the system to become more challenging, or that players themselves have to change their focus from the HC race to the pvp elements after the race is up for debate.
