If Evony strictly enforced their ToS with their current player base, they would lose a great deal of revenue. Much of their player base would no longer pay without the ability to macro, bot, or account share.
To fully enforce their ToS and counter elegant auto-it scripts, they would have to employ significantly more staff, which increases their costs.
These two changes could combine to make a great game. A great game that would be taken offline roughly 3 months after they institute the changes, since it would be an unprofitable game.
Asking Evony to fully enforce its ToS is an ideal course of action, but it is also unrealistic, given the current state of the player base.
