Not all no but a high percentage of them, I assume theirs a way of removing a percentage of them, maybe when a state or states are tied up too much it will remove them so that new players can join.
I didn't count what I'd lost but from a field of around 30 lvl 10's I had half a dozen tops left over, so not good.
According to TentPig this is routine though I'll say in the 5 servers I've played its never happened before, so I think its not routine but more of a counter measure to solve overpopulation issues. Yes I'm aware of the practice of removing unused npcs and player towns during maintenance but not this, this was an hour long maintenance several hours after daily maintenance.
