If a player won't make a ticket, they probably aren't having a problem.

However, here's a question:
Why should activity level matter? If someone has their last city zeroed, wouldn't a new location aid them in rebuilding and getting a respite from the constant attacks required to 0 someone?

Why would they want to stay in their known location in order to get attacked more? I can imagine if it happened to me, I'd want to move to a new location for free to start over with my rebuilding.

Not many want to give a home to a 0'd player in my experience. As we know, if you've used the 3 random ports you get free, they cost after that. Unless of course the wheel decides to be kind to you. Doubtful that the size of player who is 0'd down to limbo will have had a treb hero in the first place.
