This is something I worked out this past 24 hrs and tested on my lvl 8 Construction skill.
Ok. Take the Construction skill for example. It claims to offer 10% with every level. So basically it sounds like you get 20% off at lvl 2 and 50% off at lvl 5, right?
WRONG!
Here's how it actually breaks down. The first 10% comes off the total 100% of the time it takes to build something leaving only 90% left. But then the second 10% only takes off that 90% that was left over from the original 10% being removed. The reality is, the second level's "10%" only removes 9% off the total build time.
So as each level progresses, this is what is really happening to your total time:
Level 1 - 10% - Left with 90% of the total time
Level 2 - 9% - Left with 81%
Level 3 - 8.1% - 72.9%
Level 4 - 7.29% - 65.61%
Level 5 - 6.56% - 59.05%
Level 6 - 5.9% - 53.15%
Level 7 - 5.31% - 47.84%
Level 8 - 4.78% - 43.06%
Level 9 - 4.30% - 38.76%
Level 10 - 3.88% - 34.88%
Now figure in that the cost of each skill level costs about twice as much gold and takes twice as long to research as the previous skill level and you'll realize just how much you're being bent over on this deal.

Edit: In addition, Agriculture, Lumbering, Masonry and Mining do not work like this in reverse. A lvl 9 Agriculture skill will only give you an additional 90% food production instead of the additional 135.6% if this same scale was worked in reverse.

Here's how Lumbering is worded:
"Every single upgrade enhances lumber production by 10%"
Here's how Construction is worded:
"Every single upgrade enhances production speed of buildings and fortified units by 10%"
If by "Obvious" you mean exceptionally misleading when using two very different formulas to calculate what 10% means, then yes, its very obvious.

Umm... 10% of 100 is 10. So now it's 90. 10% of 90 is 9. So now it's 81. Somehow that's not obvious?
Of course it's not obvious. Think about this. 10% off means 10% off the original time/range/production. For it to mean that 10% is only off the most recent value, it needs to be worded differently. The original poster is right, and Kalinh is.... wrong.
