Generally, it can be a good thing for some people. It's definitely not for everybody though. Often, I think people take tattoos way too lightly. It's not exactly like a piercing that generally barely leave any visible marks if you change your mind after getting one. That's why it's actually a bit of a relief to see threads like this since it's evidence that the person is actually trying to take into consideration all the possibilities about the tattoo.
There are times when people jump into it lightly thinking "Well it's my body and I'll do what I want with it and you can't stop me!" and in situations like that it can end up being more about defiance than anything, and that is just not healthy. Especially when people end up with tattoos that they either hate later, or are deliberately offensive to other people.
There are also the health aspects of it-- some people are allergic to the ink. Some people get infections. If you don't choose the tattoo artist/parlour carefully, you could end up gettin a dirty needle, and all the problems that would carry with it. If you have a low pain tolerance, you may not be able to handle having a large tattoo done-- definitely a consideration since you don't want to have to say stop halfway through. Despite lowering inhibitions, you still have a very likely chance of not being able to get a job at a certain facitility if you have a tattoo. The same applies to piercings, but since you can take piercings out they are generally more lenient than tattoos, which either have to be covered up or gotten rid of. And you can't necessarily blame the businesses that have such policies.
More freedom is good and all, but it always comes with more responsibility, and people really need to keep that in mind.
