Well, if you want a community, start by building some cottages for them to live in..then maybe some lumber mills, iron mines, quarries, and farms for them to work on and produce resources to become self-sufficient, then once you have enough of those, perhaps some barracks so they can train for combat to deal with enemy communities, and walls wouldn't hurt either.
Srsly though, there isn't a lack of community because it's a pvp game, especially as success specifically requires being in an alliance that communicates and works well together. Even if you have been wiped out you keep your title and research, and if you already had those things maxed, you can go from nothing to full cities/full army in a week or 2, probably faster with an alliance as cities get passed around all the time, and most of that aggression is restricted to enemies on the same server, which is generally kept off all but the server-specific boards.
The problem isn't with the mods either. There may be some that are abusive with closing threads and infractions, but the real the problem is that the company does not communicate. They don't announce major changes beforehand, rarely give patch updates, etc., give very vague replies to major issues, and don't seem to inform the mods of any of this either, leaving them unable to answer posters' questions. That's not to say that there aren't individuals trying hard and honestly to fix the problems, but somewhere along the line, necessary information just isn't being passed along.
