I have my flag blacked out.At first it was just a joke,bored and messing around,but when i saw someone from a enemy alliance do it,I realized that in a background of NPC,you can be overlooked.Just have to keep your eyes open is all,not like having block text is hurting anyone anyway.;)
I would be interested in knowing how you manage it, to be honest. Unless it's some wicked exploit or haxx, I see no problem with it. Just curious how it is done.
Would have to see a screen shot to see what they mean exactly but it could just be ascii, cities can have ascii in their names and some of the ascii symbols are just black boxes █████▓▓▓▓▓▓▓▓
It's most likely alt codes...

EDIT: could be a possible exploit isn't it? since it remove the background color (red/blue/grey), making it really hard to spot your city?
Well, I am certainly not in a position to judge what is an exploit and what is not. I won't do it myself because I am rather fond of my own flags. :) If you are concerned about it being an exploit and potentially getting in trouble for it, I'd be happy to take that question higher up and get an answer for everyone.
I tried it just to see, this is what it looks like:

Looks different from an NPC because it doesn't fill in the flag completely, so you see the original color around it. Doubt that could be considered an exploit.
Going to set that and change all my cities names to NPCLv.10 just for kicks
