I think it's preferred, and will be weighed upon most likely during the moderation application process. It's a general idea of "making sure the pictures and language being edited is appropriate for the mod to read" as well as a general judgment of maturity, acceptance, responsibility, etc. Of course there are and have been exceptions to the rule, but it's the same idea as preferring someone who lives in a certain country for the timezone coverage we need. Yeah i was pming Evony Admin on the advice of Kitti back when she was a mod. And they told me that you have to be 18 :(
I do know that past and current mods have been under that age. We absolutely prefer them to be 18 for various reasons, but I do believe exceptions can and will be made, precisely as Abstract said.
A mod should be someone who is good for the community. There's a lot of wiggle room in that definition, and we've all debated out the finer points of it, but I think that it all sums up into that one sentence. Don't you?
