Only thing is that defining soon is very ambigous.
Just to clarify, the main issue/exploit of the medal exploit was:
Attacking already cleared valleys with incredibly fast scout attacks continuously within 30 secs of them being cleared.
With a 100% chance of getting a medal, and scouts able to attack a directly adjacent valley every 20 secs or less, players were raking in medals at a conservative rate of 10 a minute using multiple heroes from each city.
To my understanding of the ambiguous and totally unofficial 'understanding' that someone got from a brief, unofficial, chat with an unknown Dev: (yes i have a big problem with this, why can't a dev put out the official exact details of medal drop changes, to reassure their huge PAYING player base).
- We will now NOT get any medals attacking a valley with zero troops defending it.
- We will NOT get any medals from attacking a valley owned by a player.
- We will get 20-50% chance of a random, lower medals, drop from valleys/NPC villages that have troops defending them.
- We will get unknown % chance of random, high medals, drop from NPC villages.
With the new system:
The fact you will only get medals from attacks where there are defending troops, eliminates the medal exploit. As you can no longer use multiple fast small scout attacks to collect medals. Meaning you'll need to send single attacks every few mins, rather than multiple attacks every few seconds.
With the new system:
As the fastest attack you can send that would wipe out defensive troops would be cavalry, and they'd take serious losses, the 20-50% chance of lower level medals being found means you could conceivably get a few medals a day (with about 3 hours gaming a day). And you'd have to be rebuilding cavalry continuously (at the expense of time and resources, with no reward except possible medal, and minimal hero experience).
Or you can send more effective attacks (with slow infantry), suffering minimal losses, a few times an hour. Earning 1+ medals an hour, meaning 5+ hours to obtain a single medal you want at low levels.
My thoughts on the new system:
It sounds like a fair system, and very workable, for the current stage of the worlds. But as players grow and obtain more medals and are able to get 10 villages, at level 10 TH, and hold up to 100 valleys... There will be very few valleys left unclaimed, and players will need to attack the remaining NPC villages to obtain medals. There may even be few of them left, and those that are left would be low level ones as the high level players team together to take the level 10- NPC villages for themselves with 100 simultaneous attacks. But that is far in the future, and there is time to adjust the medal drop system to compensate for that progression.

I got to Captain and Knight through doing the quests and now I'm out of beginners protection and haven't found a single medal.I wonder how many guys have great titles from playing when a different drop rate was in play.Maybe a few more quests with medals to help us guys who joined after the change as a catch up.
Is there a timetable on the next adjustment to medal drop rates?
I have been attacking fully loaded barbarian cities twice an hour for 2 days and have yet to get a single medal. I have not gotten a medal or item from valley or NPC attacks since April.
I scratched and clawed to get my first set of Rose Medals before the change that ushered in April Medal Fest 2009. When it came I was still so traumatized by the drought of Rose Medals I farmed until I had dozens of each, not knowing what woudl be needed later.
It was crazy. I still have 100+ Lion Medals. Whatever teh Devs do they shoudl try to avoid teh massive pendulum swings we have seen so far.
