Its sorta out of our (non-staff I mean) hands right now, wouldn't you say? The subject has been brought up, shown to have support. What more can non-staff members do at this point but continue to say 'yes, that would be cool'?
You could suggest rules for it an how it would work, essentially what they want is a valid argument of why they should out that section into the forum what would its purpose be etc. If you can provide those arguments then it might happen.
I think the main purpose of the room would be so older people can talk without having "kids" interrupt. Also the subject matter would be more adult. I think the rules on sexual talk should be slightly relaxed but still no swearing or **** or detailed lewd descriptions. Basically a social board for adults.
It would be relatively easy to moderate after it was created. I still suggest making the board invisible to non-members and people who's birthday lists them as under 18, also probably over 70 to because lots of kids like to give themselves ridiculous birthday's and ages on the internet and I doubt there are any people that will play this game that are over 50 let alone 70.
So would you suggest a modification to the current list of censored words in that particular area of the forums? Also how would you keep the people under aged out. Since the forum would be for adults, would you require stricter "proper" language that is English not engrish?

And aside from making the board invisible or restricting it to certain ages there isn't much I could think to do to prevent people from getting on the board. The only thing I can think of is having harsh penelties for any underage user caught posting or viewing the forums. Maybe double the amount of usual infractions or an automatic X amount of time suspension.
And like Berwyn said proper English would be a must. We don't need to be Grammar Gestapo, a couple typos or misspellings wouldn't be a problem, but no tlkin leik dis, or 1337 speak or anything like that.
