Scout spamming has been fixed. It can no longer be used to attain medium-> high level medals. Also, you are asking for a new server, citing that server 1 is way too thick with big players. Why not use common sense and play on server 5 or 6 then? is it really that hard?
We are working on a couple solutions to prevent these "attack spam" tactics. Simply eliminating the Scout's ability to attack will not solve the problem, because people will just begin using the next fastest/cheapest unit (i.e. cavalry).
We definitely know its an issue and leaving it in the game limits our ability to do things like raise the medal drop rate, because attack/scout spamming exponentially increases the effect, forcing us to be very careful and make these changes more incrementally than we might otherwise be able.
Wouldn't having to take out an npc hero to get a medal fix the issue?

Maybe in the first week... when everything was new.
Now, that just how things are and to change it now would be a pain in the bum for everyone. People here like to complain for the sake of complaining. Devs, please don't get rid of scout spamming; your player base have gotten used to it, its a part of life, ignore these whiners.
Besides, their use it completely legitimate. Why send an army when your opponent is defenseless? Send a scout, thats what they're there for!
No, simply because it's entirely too easy to defend a city. If a person is online it becomes very, very, very tough to take a city from them simply by them using Market to hide resources and then use Comfort tactics to undue all your hard work (even using scout spam).
Without scout spam you are are looking at hours and hours of attacks to beat down loyalty....meanwhile the person logs in after 5 hours of you doing this and fixes most of it right away.
I can see your point, but I can live with it. I would rather have a more fluid game where there is a lot cities changing hands (as it is now, which is lovely) than having a painful turtle match where its impossible to take a city. Without scout spamming, it would be impossible to take a city if you take into account "relief"ing with gold or food.
A lot of people complain about balance. Well, this is a multiplayer game where everyone has access to the same tactics as everyone else. That competitive nature and drive to discovering the quirks of the game mechanics is not only enjoyable but is the best means to achieve balance.
Seriously, the real balance problem we're having now is that DUE to "fixing" the medal issue & spamming issue has created a great divide between people who started the game early and late.
The game I've been player 3 weeks ago is a different game I'm playing now. Some may use that as a criticism, but I love it, it shows this world is dynamic and will not stagnate. That being said, I can only see bad things happening by removing scout spamming, it will make the game less fun but forcing tedious waiting.
Scout spamming is a tactic with its own weaknesses. Its definitely not an instant win button (although sometime it seems that way). It rewards those who try to learn about the intricacies of the game, and develop counter measures against them.
By the way, the solution to scouts is mass abatis.
Good point but if you spam wil Calvery it does take a bit longer and though the spam will happen no matter how you look at it id rather a calvery spam over a scout spam since scouts are so fast. As far as taking over someones towm in an hour that took days/weeks to build yeah i agree its a bit much maybe have a delay once you get it to 15 loyalty you have to wait and "Refresh" your troops? or maybe your heroes get "Tired" after so many attacks per ... hour/day?
Though i feel the delay would be kinda hard to set up for the game Fatigue for a hero doesnt seem to hard but again i only play the game i dont develop. I will make a post in the idea forum about the Fatigue
Is it fair to say that people would be okay with attack spamming being removed, but successful attacks would need to have a larger effect on loyalty, since they would by necessity occur less frequently? On balance, attacking cities should be more difficult than it is now, but not as difficult as it would be if we just removed attack spam with no other modifications? I'm trying to generate some feedback and discussion, so feel free to disagree or scream at me. :)
I think marketing resources is a completely different issue.
