A way to stop scout spamming would be to assign a basic value to units.
EG: Scout value = 1
Pikeman = 3
Then when a city or valley is attacked the average value of the troops is calculated and if the value is lower then say 2 then you get no reward and also the status of the city is not effected, if a city was attacked.
On a system like this if you attacked with 3million scouts the average value of the attack is 1 so no reward, no loyalty decrease. Attack with 1 Pikeman the value is 3, so you have the chance of a reward.
Also on the reward/medal side for attacking valleys it could be worked that the prestige of a player v's valley level, also dictates the chances of a medal. This way newer players have the chance of medals for attacking lower value valleys. I know the system has just changed, but it still works in favour of older players not the new ones. I think something like this would help change that.
