Is it fair to say that people would be okay with attack spamming being removed, but successful attacks would need to have a larger effect on loyalty, since they would by necessity occur less frequently? On balance, attacking cities should be more difficult than it is now, but not as difficult as it would be if we just removed attack spam with no other modifications? I think marketing resources is a completely different issue.
