I'm not sure.

I know that whelp is an infant dragon from hatchling to yearling. Though, the term "yearling" is a somewhat comical term in this case. That stage of life can take anywhere from a year to a century, based on the particular species. The term yearling merely marks the onset of the ability to fly. So an infant dragon is a whelp until it can fly.
