That's it....and it means exactly what it says in the message you received....you have to be at a certain level to persuade certain heroes.

It makes sense- if you're a knight or a medium rank, it's like being the chief of a smelly little medieval town and capturing the Royal champion on his way home from a joust- there's no way you could persuade someone like him to come and work for you, but if/when you became a proper member of the royal court with a massive castle and decent wealth, you've got far more chance of attracting top knights( heroes) to work for you.

Look at his stats- if he's worth keeping (remember he's going to be eating your food all the time) until you get to the required rank, just keep him...if not, release him.
