I can't seem to find much of a reason to pick either one, Nicholas II or Archduke Francis Ferdinand, I would have to say neither is what you would consider militarily oriented which means they would have had to rely on Generals in that case I would have to go with the Archduke since Nicholas II was a horrible leader when it came to matters of both military and state, during his time as Czar in Russia it seems like he almost was trying to get himself assassinated.
