    Instead of more units, I think you should have to select a class/race/leader at the beginning of the game, and each one gets a different powerful/unique unit. Similar to the following:

    Vikings: +100% attack for swordsmen
    Mongols: + 50% archer range
    Greeks: -50% resources use for ballista
    Egyptians: -50% construction time for warriors/workers
