Personally I don't think either of these ideas are that amazing. If somebody did that first technique and I was part of the enemy alliance, I would scout bomb you to obliteration seeing that nobody was around who could reinforce you, and take the Lv10 for myself.
As for the second method, it relies on having 99 alliance members willing to drain their resources for one player, I would refuse to be one of those 99. If you use your army responsibly, resources can be gathered for yourself easily and quickly.
Your concepts are good on paper, but in practice I don't see them being majorly successful.
