    Two possibilities:

    1. It's the last and only city of that player. (You CAN'T take a player's only city, sorry.)

    or

    2. You no longer have any slots for a new city. (A Knight can only have 2 cities, a Baronet 3, a Baron 4, and so on.)

I'm guessing it's #2 since #1 would have said "This is the last city ... show mercy, my lord" or something to that effect in the report that it will give you.
If the report says "Conquer unsuccessful ... you need to advance your title" (or something like that) ... then it's definitely #2.

    Hope that helps

    More reminders:
Don't send scouts to conquer a city. They can't do it for you. Send over 1k of troops, pref archers (don't bother about transports or ballistae; they only slow down your marching), to do this ... or 1k cavs or more (depending on how many abatises are left) for faster march time.

If you can't convince them, confuse them.

Do NOT ruffle my feathers. I have a french fry and I'm not afraid to use it!

type the players name in the statistic located on the bottom left corner with all the other icon. Check to see if he has 2 cities.

If he has, then you need a different unit to attack and not use scout that last 100nds.

A knight can't take a city even with 1 open slot
    You should be Baronet first

This is incorrect you can take a city with knight and it could be his last or you already have two and are a knight which means you may not take another
