You raise a valid point. The post from the admins stated that people were punished even if they were not currently using a cheat program. They should clarify whether or not people will be continually punished for past actions. What is the point of continuing if you will be suspended over and over again?
I have never used a program to cheat, though I will say that I have been very tempted to do so. To sustain the kind of army you need to defend yourself with in this game, you need to be constantly raiding npc's. There is no other way around it - you either chain yourself to this game, or you use one of the program scripts to farm for you.
Evony dug this hole themselves. They rarely punished cheaters early on, so it really shouldn't come as a surprise that people took advantage of that. I personally reported a few people for cheating (multiaccounting, account sharing), and I never once received a response. Those players continued to be active on the server I was on. The general mentality of the players became one where it was seen as a joke to report cheating, because the rules were never enforced.
So now here we are, several months after this game was first released. All of a sudden, the administration decides to actually enforce the rules. When I looked around the map on the server I play on (66), basically half the top players were on Holiday mode. These players I am certain spent a lot of money on this game. Does it make good business sense to punish your best customers for using tools that have basically become essential due to the style of gameplay that has become the norm?
The way I see it is this - either change the food requirements Evony, or provide people with a means to automatically raid npcs. This should be a game, not a second job. I think I speak for a large number of people when I say that. Playing the way I do, realistically I can only support 4-5 cities. Due to the time commitments it would require, for me to have 9-10 cities, I would need to farm automatically. What kind of a game operates like that?
This is a serious issue, and I think that more and more good paying customers will walk away if Evony continues operating in this way.
