A well designed game forces its players to make the choices that benefit not only the player itself the most, but also the game world as a whole. A well designed game punishes players who mismanage their assets in it.
Evony does not force its players to make the choices that benefit the game world (eg. the server itself with all its players) the most. Instead, the mechanics force players to fill the map with NPC towns to support an army large enough to put a dent in the next guy. This is not because they WANTED to support large armies forcing them to farm all day, it is because the game mechanics forced these players into it. You can say 'then you should choose not to compete in this end-game' but that is just taking away the main point of playing a game, especially one such as this one - those that oversee the mechanics of this game (eg experienced players/gamers) have the same aim: you want to conquer others and become a force to be reckoned with.
