I can't speak for everyone, but personally, it's glitching. I haven't observed firsthand any bot-like insta-heals, etc, so I don't feel I personally have any evidence to accuse them of that.
And Lazzzzzzzzzzzz (did I get enough "z"s in there?), I'd rate your theory as plausible, though less likely as nobody in that alliance has outright denied using the glitch when it was available. That may change, but so far they've just artfully dodged or avoided the question. Here I admit there's a chance that was a calculated risk in psychological warfare, gambling that when people inevitably started complaining to the Mods/Customer Support folks nobody would get Holiday'd (or that they were fine with getting a 3-day protected no-upkeep vacation, also possible).
Unfortunately the absolutely gigantic amount of resources some of these folks are packing makes it more unlikely. I'm familiar with what many of the botters who were banned in the last sweep were carrying in their cities, and farming all of them dry might get about 60 billion total. Problem is that many, many more than 3 people seem to be sporting over 20 billion food, lumber and/or iron. I don't know many high-level players that have more than about 200-300mil on hand during wartime (might be different on your server, but on ours most acquired gets plowed back into troops almost immediately), which means if these folks weren't using the glitch they likely started the day after the mass botter ban with about that or less. Again, not going to get a dozen members over 20 billion just by farming those now-free cities.
However, as your theory is at least plausible, I modify my earlier statement about there being no other possible explanation. I do still believe mine is more likely correct, but thank you for offering a plausible alternative.
