Medal Farming on New Servers (90+)

I actuall just experienced an anomally, if everything you see in the various guides is true. First, I followed the standards and still got wounded archers. Second, I got a captive hero AND a medal. Third, I am on server 131 and have never in 5 months of farming gotten anything before.

I am on server 118 and recently hit about 100 valleys all lvl 10 and random for 1 rose medal.Also most medals you get,you've already got.Its all to do with forcing players to pay for the promotions.
All servers are different,example on server 115 you can pull some random medals from npc 5's.On server 118 you get zip.

Anybody know why they have different drop rates on different servers? is it so someone cant write a complete guide to medal farming? on server 67 (later merged into ss20) ive been playing for a while now and never got a medal from a npc lvl 10.

Lv19 hero captured a Lv42 enemy hero.. i cant persuade (even tho' hv 420K to buy) system says "Your tittle must reach Viscount to use persuasion", my
1st question: should i release him or wait till i reach Viscount?
2nd question: waz need to be a viscount??
Any tips or suggestions is highly appreciated.

this works on ss24 too btw. And wisdom is from hills.
