Games need limits to keep the playing field somewhat level. If heroes are allowed to level forever then those starting out will never be able to match those who've been on the server for a very long time and have level 500+ heroes. Imagine a PvP server in a MMORPG where there was no level cap at all. How much of a chance does someone at level 60 stand against someone who's been playing for a much longer amount of time and is level 500? Is the player with the level 60 character ever going to be able to catch up to the player with the level 500? Will they ever gain parity? Chances are, they never will because the other player will be able to keep leveling their character as well. True, they will make some progress, but will they actually catch up and get a fair fight? No. In Evony, the player's hero is an indicator of the level they have achieved as troop build times are based on the hero used as mayor for starting them. One of those heroes that is insanely high level has build times that allow them to simply out-build someone who's highest attack hero is no where as high a level giving them an advantage they will never have to relinquish due to no level caps on the hero in Age I.
