well if u plan on keepin ur second city around for a while, id go with walls. Many can argue about hwo to priortize which buildings should be leveled to 10 first and in which order, all i can tell ya is that its up to your play style. Some can do w/o lvl 10 TH and jus get the walls, rally point, feasting hall, forge and workshop.
