Esperience allows you to upgrade your hero which provides you with more statpoints to distribute, thereby increasing their effectiveness in whatever area.
Personally, I focus mostly on politics for my mayors and attack for my attackers. The intelligence is nice, but I have 5 cities doing research at once...an hour or so less at one or another isn't going to affect me as drastically as say a 50% increase in resource production over that same time period.

I've been swapping them out to drill and scout to gain experience. My Highest Politicker is Mayor (castellen) and I am considering getting one more... So far all I've seen them do is eat and drink and refuse to attack LOL....

I have confirmed that politics directly affect resources as a percentage... My mayor has 73 politics, and increases base resource production by 73%. Still haven't quite figured the exact formulas for building time decrements, researching, or training of troops... Yes the other posts are right about the stats that affect them, but i would really like to know the exact formulas... My research so far leads me to believe that they are based of the stats as a detrimental chart. (The more points you have, the less each point's worth becomes. Effectively becoming less effective)
Anyone else have any ideas on this???
