You want to specialize your heroes as much as possible because you get the biggest benefit out of them that way. If two equal size forces go up against each other and side A has a hero with 50pol 50int 50att, and side B has a hero with 0pol 0int 150att (or heck even 100) then side B will come out the winner.

In the same way a Pol hero gains little benefit from having a mediocre attack value. Its better to have tons of Pol and simply keep a separate Attack hero in the same city to switch in for training and for city defense.

-As for how many heroes you should have.
1 hero with as much Pol as you can get per city. This will be your mayor 95% of the time.
1 hero with as much Int as you can get, not 1 per city just 1. The reason being this hero is very easy to reinforce between your cities when you need to start a new research project, there is no need to waste time leveling up more than 1 of these. Especially since eventually you will dismiss this hero anyways once you get all of your research done.
At least 1 high attack hero per city. You need at least 1 so that if you get attacked you have a good Attack hero standing by to take over the defense. And you cant have too many extras sitting around for spam attacks either. I would suggest you find your best hero (one with around 70 att at level 1) and train them up on NPCs.

-Using Holy water. This can be a bit confusing. It doesnt let you redistribute ALL of a hero's points, just the ones that have been added after level 1. This doesnt sound great until you realize that when you get a level 10 hero from the in or from capturing in valleys ect, the computer auto levels them up. The prevailing thought is it spreads these points equally among the three stats.
So this means is if you find a level 10 hero in the inn with 10pol 10int 72att. You use holy water on it. You will get back 9 points to redistribute as you see fit (9 because level 1 is automatic), and each stat should drop by 3 (these are the points you just took away). So now it will be at level 1 stats of 7pol 7int 69att, and you can then drop those 9 points into attack for a level 10 hero with 78attack which isnt bad and is better than what it was originally.
This doesnt work as well on heroes who have been leveled up by a player because it will take the points they added on level ups from where they were put into. Just a warning.

-Using +exp items. Go to view on a hero like you are going to level it up. Next to its experience counter (read something like 100/500 exp) there will be a little green + sign. Click on that to apply anibus's or on wars etc.

-Mayors. They DO NOT gain experience over time just for being mayors. This is a common misconception among new players because it will seem like this is true, it is however not. What is happening is that your Mayor gains experience for having tasks completed in the city. This could be building or upgrading a building, training a group of troops, putting up wall defenses or even researching in the academy. So when you start off you are doing alot of all of these things, so it seems like you are getting exp over time. However trust me, when you get everything built in your city this exp will stop coming in (except of course from training troops).

You are spot on with these points, I would quibble over 1 thing. If you wait to recruit a level 1 hero with 1 stat as a 70 you could be waiting a very long time. My suggestion grap the level 1 with a stat of 66. Usually it will take about 2 days before one turns up, in the mean time use what you have to get started.

I picked up a level 1 with 77 in att, this surprised the heck out of me because I had assumed the cap was 70. If you are patient you can get some really nice heroes & not have to level up bums.
